Voter Suppression Returns

In this Harvard Magazine article, the writer claims a big difference between putting onus on the individual versus the state when passing legislation that makes it harder to vote. He suggests a system in which those who lack the proper photo ID must have an application to fill out at the polls and allow a provisional ballot, thus putting the burden on the state to solve the problem for legitimate voters that its new law has posed. He also argues that the new laws are addressing a specific problem of impersonation that is extremely rare.
