In this Harvard Magazine article, the writer claims a big difference between putting onus on the individual versus the state when passing legislation that makes it harder to vote. He suggests a system in which those who lack the proper photo ID must have an application to fill out at the polls and allow a provisional ballot, thus putting the burden on the state to solve the problem for legitimate voters that its new law has posed.
