Block Grant Specter Looms Over Juvenile Justice: Agency by Agency Damage Report: Reno Names New ‘Czar’ on Youth Violence

Ignoring Shay Bilchik's Office of Juvenile Justice, Attorney General Janet Reno has appointed a new "czar" to lead her department's attack on violent juvenile crime.

He is Kent Markus of Cleveland, a former aide to the Ohio state attorney general, and until now chief counsel to Justice's Office of Legislative Affairs. Reno said that as her "counselor for youth violence" Markus would: "Draw upon grants, enforcement authority and the power of leadership to provide assistance, form partnerships and energize our communities—state and local governments, churches and synagogues, businesses, schools, community groups, parents and everyday citizens weary of the danger they and their children face on the street." Which sounds a lot like Bilchik's job description.

The OJJDP administrator doesn't let on, though, whether he's unhappy with Markus' appointment. "I'm really pleased," he said, "to see that kind of centralized focus on the broader issue ... across the whole Department."
