The author discusses how youth workers conceive of youth empowerment and their own role in “activating young people’s voices,” and their actual practices. Flowers presents a series of hypotheses suggesting that youth workers’ optimism about outcomes stands in contrast to their ambiguous rhetoric, and points out that workers who believe they are only “activating youth voices” have specific, additional goals of their own.
