This theory of change document describes the youth action components of Roca, a grass roots youth-serving organization based in the communities of Chelsea and Revere, Massachusetts. Roca focuses on the resiliency of young people who grow and develop in the context of transformational relationships. Core values at Roca are belonging and generosity. These values are visible in daily practice, data collection and external communications about Roca. For example, Roca staff use three tools to collect longitudinal data on the youth with whom they work: the Street Log, the Structured Interview and the Circle of Development Survey. This paper breaks down how Roca delivers on the features of positive developmental settings and supports the personal and social assets that facilitate positive development, in line with the findings of the 2002 report from the National Research Council, Community Programs to Promote Youth Development.
